Colonel Franklin G. Smith assumed command of the 2d United States Army Missile Command (Medium) on 15 August 
1957. 

He graduated from the United States Military Academy in 1933, the Field Artillery School in 1939, Command and 
General Staff College in 1941, received constructive credit for the Armed Forces Staff College in 1947 and graduated from 
the Army War College in 1953. Colonel Smith has also attended numerous other high level service schools, such as the 
Command Management School and several dealing with the employment of atomic weapons. 

Prior to World War II he served in the usual artillery assignments with the 2d Infantry Division, Hawaiian Division. 6th 
Infantry Division, and the 18th Field Artillery Brigade. The start of the war found him as an Assistant G4 in the Third 
Army Headquarters and a few months later, he took part in the reactivation of the 2d Cavalry Division as its Assistant Chief 
of Staff, G4. and subsequently also held the position of Division Gl. 

Colonel Smith served thirty months in the Pacific during World War II. Throughout this period he was Executive Officer 
to the Assistant Chief of Staff. Gl. Headquarters. United States Army Services of Supply I later redesignated Army Forces 
Western Pacific) and during the early occupation days in Japan, held a similar position in Headquarters. Eighth U. S. 
Army. He assisted in the planning for numerous island engagements in the Pacific, including those contemplated for the 
Japanese mainland, and participated in the New Guinea, Leyte and Luzon campaigns. 

Immediately following World War II, Colonel Smith served four years in the Pentagon in the Office of the Assistant 
Chief of Staff. Gl. In this period he was a Branch Chief and after the post-war grade reductions, became Executive Offi- 
cer in the Planning Office, dealing primarily with legislation and mobilization plans. The Pentagon tour was followed by 
duty as an artillery battalion coinm.-nder and then the mission of reactivating the Officers' Candidate School at Fort Sill, 
as its Commandant, a position held in 1951 and 1952. 

From the Army War College in 1953, he went to Turkey as Chief of the Artillery Section in the Army Group of the 
Joint Military Mission. His last year there was spent as Assistant Chief of Staff. G3. of the Army Group. In 1955. be 
was assigned as Assistant Chief of Staff, G3, Headquarters. Sixth U. S. Army, which position he held until coming to Fort 
Hood for his present assignment. 

Colonel Smith has been awarded the Legion of Merit, Bronze Star with Oak Leaf Cluster. Commendation Ribbon with 
two Oak Leaf Clusters and the Philippine Medal for Merit. 

Hi- wife. Ruth, and two childrfn. Linda and Douglas, reside at Fort Hood. Another son. Franklin III, is living in San 
Francisco. 



HISTORY OF THE 2nd US ARMY MISSILE COMMAND (MEDIUM) 



Tlie 2nd United States Army Missile Command (Medium) is one of the newest units at 
Fort Hood and is also one of the newest in the United States Army. It is the largest of 
several similar type organizations designed to carry out the Army's latest concepts for 
providing atomic fire support to Allied Forces, including NATO, and is the only one pres- 
ently in the United States. 

The 2nd Missile Command, initially called Atomic Support Command, began activation 
of its various elements at Fort Hood on 1 March 1957. On that date, seven officers and a 
few enlisted men reported to form the nucleus of an organization destined to become the 
second largest on post. It now has assigned some 280 officers, 60 warrant officers and 
3,400 enlisted men. 

The Command is capable of operating independently in support of Allied Forces and is 
logistically self-sufficient, except for resupply. It is made up of all the arms and services, 
which are, in essence, built around the artillery firing units. The latter presently consists of 
two Honest John Rocket Battalions and one Corporal Missile Battalion. Honest Johns are 
free-flight rockets and might be considered the backbone of the Missile Command's fire- 
power. These are supplemented with the greater range and flexibility of the Corporal, an 
all-weather guided missile with considerable tactical mobility. Other major units consist of 
an Armored Rifle Battalion, Engineer Battalion, Sky Cavalry Squadron, Signal Company 
and a Supply Group comprising all of the technical services except Signal. 

By 1 July 1957, all activations were completed and this date has been officially de- 
signated as the Command Organizations Day. Subordinate units have their own Organization 
Days, which are based on activation dates or some other significant event in the unit's 
history. 

Although most of its TO&Es are still of a tentative type, the Missile Command, in early 
1958, was designated a member of the Army's Strategic Army Corps. With the designation, 
significant improvement was made in both personnel and equipment. This improved pos- 
ture has resulted in successfully passing Inspector General Inspections, Command Main- 
tenance Inspections, DA Technical Proficiency Inspections and a number of Army Training 
Tests. 

The 2nd Missile Command is still comparatively new in the Army's family of combat 
units, but is rapidly assuming a posture where it can perform the vital mission for which it 
is intended.
